REDUCING WATER RATES​​

Hopewell Borough rates are significantly higher than New Jersey American Water’s rates. Under the proposed partnership, most residents will see at least a 36% decrease in their water bill while benefiting from millions of dollars in needed infrastructure investment to help ensure safe, clean, reliable and affordable drinking water.

  • Average water users could see savings of $58 per month or a 36% decrease.

  • Businesses with higher usage could experience even greater savings.​

ENSURING CUSTOMER ASSISTANCE PROGRAMS

H2O Help to Others Program™:

​

Grants

  • Customers who qualify may receive a grant of up to $500 to help pay their water bill. To qualify for this program, customers must be at or below 300% of the Federal Poverty Level. 

​

Universal Affordability Discount

  • Customers who qualify may receive a discount on their monthly fixed water and/or wastewater service charge and volumetric charge.

INVESTING IN HOPEWELL & STABILIZING PROPERTY TAXES

New Jersey American Water is committed to investing $13.4 million in Hopewell Borough if voters approve the sale: 

  • The $6.4 million sale price would pay off all water utility debt and significantly reduce municipal debt, helping to stabilize property taxes and freeing up resources for essential Borough services like public safety, parks, and roads. 

  • New Jersey American Water plans to invest approximately $7 million in the first five years of ownership, replacing aging water mains, upgrading water storage facilities and replacing lead service lines. â€‹

PROVIDING SAFE WATER
  • Wells No. 4 and 6 will be taken offline to maintain safe drinking water standards due to elevated levels of PFAS and arsenic.

  • Many water service connections still contain lead and galvanized pipes, New Jersey American Water will replace both utility-owned and customer-owned lead service lines at no additional cost to customers. Homes built before 1986 could have lead or lead-soldered service lines.​

LOWER RATES IN HOPEWELL BOROUGH FOR RESIDENTS AND BUSINESSES

The Borough faces rising costs if it self-funds the necessary capital improvements and operational expenses of the water system. The Borough’s water rates are significantly higher than those of New Jersey American Water, and financing additional critical capital needs would drive costs even higher. Through the partnership with New Jersey American Water, residents with average usage would save at least 36% on their water bill, while businesses with higher usage would experience even greater savings. The sale would provide immediate financial relief and long-term stability for both residents and businesses.

New Jersey American Water’s Water UP! program has created career paths for young men and women from underserved communities. Water UP! participants learn customer service skills, how to fix water mains and fire hydrants, and other important skills needed to pursue good-paying utility career opportunities.
